1992年成立的国际道路天气常设委员会（SIRWEC）致力于降低和减少气象条件对交通的不良影响。目前，已有澳大利亚、比利时等30多个国家加入该组织，合作研制出道路天气信息系统（RWIS），纪录道路天气状况，尽早预报影响交通的恶劣天气状况，减少意外事故，确保安全运输。
RWIS三要素

    监测：environmental sensor system (ESS) technology to collect data

    预报：models and other advanced processing systems to develop forecasts and tailor the information into an easily understood format

    服务：dissemination platforms on which to display the tailored information.

    RWIS的ESS（环境监测系统）的标准

    weather: air temperature, amount and type of precipitation, visibility, dew point, relative humidity, and wind speed and direction. （常规要素监测）

    surface: pavement temperature, subsurface temperature, surface condition (dry, wet, frozen), amount of deicing chemical on the roadway, and freezing point of the road surface. （地面要素监测）
